Really Rocket Science

In spacecraft operations, the last thing you want is a ground controller who decides following the standard operating procedure is for idiots. Not sure if that’s what happened at the Ciel-2 TT&C facility, but something bad did, causing the spacecraft to go into safe mode.

The customer, DISH Network, leases capacity from SES, who leases from Ciel Satellite Group, owners of the spacecraft, acknowledged the anomaly…

DISH Network restored all affected television channels for its customers Wednesday morning after experiencing a temporary interruption of service on some of its channels overnight.

The interruption mainly affected high definition channels to a portion of DISH Network customers. Standard definition channels were largely unaffected resulting in a majority of DISH Network customers not being affected at all.

The interruption began at approximately 5 p.m. ET Tuesday and involved the Ciel2 satellite, which is operated by SES at 129 degrees West Longitude through a Canadian subcontractor and leased to DISH Network. SES has attributed the anomaly to human error in its ground operation of the spacecraft. According to SES, there is no issue with the health of the satellite.

I’m glad I’m in the eastern arc and unaffected by this outage. I feel sorry for the folks in Saskatoon — those who committed the “human error” in question. The spacecraft lost its orientation and therefore automatically went into safe mode, a near total shutdown. Afterwards, it take a few hours to turn on the tubes.

There’s no question a Joint Battle Command-Platform Handheld will become an effective tool for the military. What is a JBC-P Handheld? That’s Army-speak for a smartphone running Android.

The device, known as a Joint Battle Command-Platform, or JBC-P Handheld, is the first developed under an Army effort to devise an Android-based smartphone framework and suite of applications for tactical operations. The government-owned framework, known as Mobile /Handheld Computing Environment, or CE, ensures that regardless of who develops them, applications will be secure and interoperable with existing mission command systems so information flows seamlessly across all echelons of the force.

This framework, originally prototyped by MITRE, is now being developed at the Software Engineering Directorate in Huntsville, Ala., with the JBC-P family of systems and is aligned with the Assistant Secretary of the Army for Acquisition, Logistics and Technology Common Operating Environment, or COE strategy.

“Using the Mobile /Handheld CE Product Developers Kit, we’re going to allow the third-party developers to actually develop capabilities that aren’t stovepiped,” said Lt. Col. Mark Daniels, product manager for JBC-P. JBC-P, which will be fielded to both the Army and the Marine Corps beginning in fiscal year 2013, is the follow-on program of record for Force XXI Battle Command Brigade and Below/Blue Force Tracking, or FBCB2/BFT.

“That’s going to allow us to be interoperable across the entire family of systems of JBC-P, which would include the platforms, the aviation, the logistics community, the tanks, the Bradleys, the handhelds,” Daniels said.

As Danger Room reported on a wearable form factor(s), the core device will need to rely on secure communications in and out of the theater of operations. And for this, the DoD will need to tap into available commercial satellite capacity. Sure to please satellite operators, the folks attending the Army Satcom Users Workshop agreed.

All this chatter will be put to the test next month at Network Integrated Evaluation 12.1, a large-scale field exercise at Ft. Bliss in Texas and the White Sands Missile Range in New Mexico.

The phone hacking scandal at News Corp’s UK newspaper the News of the World has now cost the company a large prize.

Yesterday it officially withdrew its offer for the remaining 61 percent of BSkyB – and the chances of it returning to bid again in the near future are remote.

Still, the pressure continues, the implications are spreading and the results not only threaten the company’s business interests, but also its IR efforts in the US.

News Corp and Murdoch wanted BSkyB because it continues to grow and, according to company financial records, throws off 12 percent of its revenue as free cash. That’s a big temptation to News Corp, which currently has long-term debt of $15.5 bn.

The pace of increased problems seems only to speed up. Calls for investigations, which eat up management time and create fires that IR personnel must put out, have grown. UK Prime Minister David Cameron said the government will investigate rumors that News Corp journalists tried to gain illegal access to phone data of some victims of the 9/11 attacks in the US.

That could help open a potentially ugly new front for the company. News Corp, which is registered in the US, might already be liable under the Foreign Corrupt Practices Act for alleged payments to police in the UK. Hacking into phones of 9/11 victims would not only add another potential criminal investigation, but one that is an emotional hot button in the States.

Senator Jay Rockefeller has called for an investigation into the allegations, and a group of institutional investors amended a suit filed against News Corp in March to include the current scandal and back allegations that ‘Murdoch has treated News Corp like a family candy jar, which he raids whenever his appetite strikes’, as a copy of the complaint states.

News Corp continues to look for ways out of the scrape, including a $5 bn stock buyback, which is $3.2 bn over and above what remains of an existing buyback plan. And there are other, larger potential changes in the works, such as the sale of its UK newspaper division – well, at least if there were a potential buyer for holdings in an economically wounded industry. But it will take something extraordinary to get ahead of the developing story at this point.
