Blog That Hosted Payload

Interested in government payloads hosted by commercial spacecraft? There’s a blog for that! That’s right, rocket scientists: Space News and Intelsat General put together a Drupal-based blog entitled "Hosted Payloads" last week. Good idea, but will you have enough content to sustain it?

 

 

 

 Satellite operators Intelsat and SES have been talking about it for years, so why not blog about it? Cisco’s IRIS is up, and CHIRP will be going up this year, with a second EGNOS payload on Sirius-5 to follow. Brilliant idea to get Intelsat to sponsor the "microsite."

The timing is actually pretty good. Today’s Wall Street Journal has a piece on space budgets and actually gives some ink to hosted payloads, with Intelsat saying it’s working on three hosted payloads…

Intelsat and other companies have also joined with some Pentagon offices to champion putting more "piggyback" military payloads aboard privately funded and operated satellites.

Such arrangements offer expanded surveillance and communication capabilities significantly faster than, and at a fraction of the cost of, building and launching military satellites. Intelsat has three such agreements in place with the U.S. government and is discussing several others, industry officials said.

What I find peculiar is the Pentagon is talking to two Luxembourg-based companies for hosted payloads. Why not talk to the home boys at U.S. Space LLC? I’d rather deal with Telesat, as they fly a WAAS payload on Anik F1R.

 "It’s the speed and cost efficiency that is really driving the government’s interest in this," adds Jeff Foust, senior analyst with Futron Corp., a technology-management consulting firm that helped organize several government/industry workshops on hosted payloads. "There’s a steady stream of opportunities for hosted payloads, because you have 20 to 25 commercial GEO satellites being ordered and launched every year, plus you have special opportunities such as Iridium NEXT that have a much larger number of satellites in a global system."

Because hosted payloads are relatively new, developing a set of policies and procedures that make it easier for government agencies and the private sector to partner on projects is a challenge. This includes developing mechanisms that regulate contracts and pricing as well as enable federal agencies to take advantage of available opportunities. Because of existing regulations and bureaucratic barriers, government agencies can find it difficult to move at the same speed as the private sector.

A key purpose of hosted-payload workshops has been to give industry and government officials a forum to identify potential barriers and begin to develop solutions. The important thing, notes Foust, is that with the new U.S. space policy, government supporters of hosted payloads now have the official backing of the administration to pursue opportunities.

"It’s a trite phrase, but the use of hosted payloads has the potential to be a win-win," adds Foust. "It’s an opportunity for the industry to maximize potential revenue by making use of satellite capacity that otherwise might go unused. For the government side, it provides a greater degree of flexibility to get important payloads up faster and less expensively than the traditional way of doing business. There’s a great potential here to do more with less and provide some real savings to the taxpayers."

More Money for O3b

More interesting news for O3b Network: $1.2 billion in funding. As reported by the WSJ

 Satellite communications company O3b Networks said Monday it has raised $1.2 billion from a group of investors and banks, its final funding round before the launch of its global satellite broadband network.

O3b, which is backed by Google Inc., plans to launch its fiber-quality Internet service serving emerging markets in the first half of 2013, after securing $770 million of debt financing and $410 million of equity investment.

The firm’s name refers to the “other 3 billion” people in the world currently without access to broadband Internet.

“We are looking to connect the unconnected, now we can start to do that,” Chief Executive Mark Rigolle said in an interview.

The company already has around 10 customers for its service, who have signed deals valued at $500 million to $600 million to use its infrastructure, Mr. Rigolle said.

O3b is selling capacity on its network on a wholesale basis to Internet service providers and telecom companies. Mr. Rigolle said he expects the strongest long-term demand to come from mobile phone companies in emerging markets, which lack the fiber-optic infrastructure to offer their subscribers high-speed Internet access. O3b’s network will be able to offer “backhaul” connections in place of a fiber network.

Chicken & egg contingencies aside, this is a positive step for O3b. Or is it?

Yes, they’re fully funded for design, build and launch, but will it work well enough to really get some cash coming in? We’ll have to wait another two years to see whether that question will be answered. In real “Internet time,” two years is a very long time and things could change materially — especially in high-risk space-based ventures.

Curiously, this venture is still referred to as “backed by Google,” while SES will increase its ownership to 34%. And they only have to contribute US$75 over the next two years. Judging by the composition of its board of directors, SES seems to be in control here.

Considering the utter lack of connectivity in the regions where “the other 3 billion” people are situated, this is still a good idea. 100-millisecond latency is good enough. Add the possibility of micro-payments via mobile Internet, this could prove to be a real winner. Now hurry up and launch the spacecraft!

DIY Friday: Solar LED Navigation Lights

Ahoy, rocket scientists. Got your boat out on the water? You’ll appreciate this project from Jim Harrington, via Sail World

A sailor and inventor who just eighteen months ago won a prestigious Premier’s Award from Loyalist College in Ontario Canada for his work in inventing a hydrogen assisted sailing boat, has come up with an idea for a set of do-it-yourself navigation lights for the bow.

While Sail-World couldn’t recommend these for crossing oceans, and we don’t know if they comply with rules for visibility from a distance, but for Jim’s use they have proved ideal.

With his previous record of achievement, one has to listen to this astro- and geo-physics and oceanographic design engineer, who, like many of us, likes ‘mucking about in boats’.

Here Jim describes how he was inspired to get creative about navigation lights, and then, below, the video describes in graphic detail just how to create these navigation lights for yourself.

The process is super-simple, using solar powered ‘garden lights’ that can be purchased from most hardware stores.

Jim describes:

‘Using solar powered LED garden lights, I have modified them for use on my sailboat as navigation lights. I found myself out on the water a few times at dusk with failing batteries or looking for my clamp on running lights and asked is there a simpler way.

The modification is very simple and easy to do by changing to ultra bright LEDs of the appropriate colour. What is nice is it is low cost, reliable, no special wiring of the boat system required and they come on by themselves as dusk deepens.

It costs about $25 or less to do your self. I liked what I did so much that I acquired a US provisional patent but individuals can copy it, no problem.

FAA NextGen: Now Landing in Philly

Yes, Philadelphia. The hometown of W.C. Fields, who was alleged to have said "Philadelphia, wonderful town, spent a week there one night," is one of four cities to have the FAA’s NextGen system installed. The others are Houston, Louisville and Juneau. The system does it all: navigation, surveillance, and communication.

Of course, they use satellite technology.  The Philadelphia Inquirer did a nice piece on it yesterday:

"Philadelphia is a pioneer site," said Federal Aviation Administration vice president Victoria Cox, announcing that Philadelphia controllers now have the capability to track planes equipped with the technology, known as Automatic Dependent Surveillance Broadcast, or ADS-B.

It’s part of a nationwide aviation overhaul – called Next Generation, or NextGen – that the FAA hopes will be largely operational by 2018.

By 2020, all aircraft flying in U.S. airspace must have the ADS-B devices in their cockpits.

Philadelphia is a demonstration site because United Parcel Service is here and has equipped 100 aircraft with satellite-technology. US Airways Group Inc. is in the process of equipping some of its planes, the FAA said.

Philadelphia controllers also use a computer system, called STARS, that takes information, including the ADS-B signals, and translates it to the screens controllers look at.

In addition, Philadelphia was selected to get some of the first satellite-surveillance radios because of its location in congested East Coast air space. The other test sites are Louisville, Ky., where UPS is based; Houston; and Juneau, Alaska.

Seven ground radios – each about the size of two refrigerators – have been installed around Philadelphia, including two on airport property. They will be part of a network of 813 radios by 2013, the FAA said.

Once airplanes get specialized GPS devices in cockpits, pilots will transmit via satellite to ground radios, which will bounce information to control towers. Controllers, in turn, will transmit to the radios, which will broadcast up to the cockpit.

The new technology will allow pilots, for the first time, to see what controllers see: other aircraft in the sky around them, bad weather and terrain, and information such as temporary flight restrictions.

 Need more detail? Check out the FAA’s NextGen Implementation Plan (84-page PDF). There are basically five elements to this system:

  1. Automatic dependent surveillance-broadcast (ADS-B). ADS-B will use the Global Positioning System (GPS) satellite signals to provide air traffic controllers and pilots with much more accurate information that will help to keep aircraft safely separated in the sky and on runways. Aircraft transponders receive GPS signals and use them to determine the aircraft’s precise position in the sky. This and other data is then broadcast to other aircraft and air traffic control. Once fully established, both pilots and air traffic controllers will, for the first time, see the same real-time display of air traffic, substantially improving safety. The FAA will mandate the avionics necessary for implementing ADS-B.
  2. System Wide Information Management (SWIM). SWIM will provide a single infrastructure and information management system to deliver high quality, timely data to many users and applications. By reducing the number and types of interfaces and systems, SWIM will reduce data redundancy and better facilitate multi-user information sharing. SWIM will also enable new modes of decision making as information is more easily accessed.
  3. Next Generation Data Communications. Current communications between aircrew and air traffic control, and between air traffic controllers, are largely realised through voice communications. Initially, the introduction of data communications will provide an additional means of two-way communication for air traffic control clearances, instructions, advisories, flight crew requests and reports. With the majority of aircraft data link equipped, the exchange of routine controller-pilot messages and clearances via data link will enable controllers to handle more traffic. This will improve air traffic controller productivity, enhancing capacity and safety.
  4. Next Generation Network Enabled Weather (NNEW). Seventy percent of NAS delays are attributed to weather every year. The goal of NNEW is to cut weather-related delays at least in half. Tens of thousands of global weather observations and sensor reports from ground-, airborne- and space-based sources will fuse into a single national weather information system, updated in real time. NNEW will provide a common weather picture across the national airspace system, and enable better air transportation decision making.
  5. NAS Voice Switch (NVS). There are currently seventeen different voice switching systems in the NAS, some in use for more than twenty years. NVS will replace these systems with a single air/ground and ground/ground voice communications system.

This Mini outfitted with a mobile antenna is pretty cool, although it may not be as practical as the "command vehicle" put together by CAMMS.

CAMMS™ (Command Anywhere Media Management System) was developed to enable a totally secure, scalable mobile mesh (ad hoc) network and provide the necessary tools for Command Anywhere.

Apps for the Army

 It was bound to happen: using an "app phone" in a combat zone. We’ve seen the DishPointer app in use in Aghanistan, and it probably won’t be long before a "tough" unit is out for warfighters in the field. Sure, there must be some proprietary software to keep it secure, but does it have to be so complicated?

Now the U.S. Army is throwing its considerable weight behind it with their "Apps for the Army" program:

Ever since we launched Apps for Democracy for DC’s Office of the CTO back in September 2008 the world has been a-buzz with “Apps for” contests. We recently released a guide for how to create your ownin order to make this kind of innovation method more accessible to people around the world. There are now about a dozen of these innovation contests being run by cities, national governments and various non-profits.

Today I’m happy to announce a new Apps initiative – one which iStrategyLabs has been contracted to create with the Army’s CIO/G6. A special thank you goes out to Tim O’Reilly – who envisioned this program and served as an advisor/connector to make it happen. Below you’ll find full details from the Army’s official media advisory (download as .DOC), and a summary is as follows:

  1. A media and bloggers’ roundtable will take place March 3 at 1:30 pm in the Pentagon, Room  1E462.  Lieutenant General Jeffery Sorenson (Army CIO) will discuss Apps for the Army and take questions.   2. The competition runs from March 1st to May 15st 2010
  3. There are 40 employee cash awards totaling $30,000 for mobile and web apps

In the military’s vision of future, the real trick will be getting information down to the individual soldier on the battlefield. Now the Army plans to test a smartphone for soldiers that will have mobile applications that could — in theory — access everything from technical manuals and maintenance records to maps and cultural intelligence.

In a discussion yesterday with reporters, Maj. Gen. Keith Walker, director of the Army’s Future Force Integration Directorate at Fort Bliss, Texas, said that around 200 soldiers would receive an “iPhone-like device” with digital apps installed.

Walker said the devices would have “various apps for system maintenance, instruction manuals — that we can all remotely upgrade. Also, we’re working to allow soldiers to have a distributed way of getting feedback to us on the equipment, where they can do Wikipedia-style upgrades to tactics, techniques and procedures, and comments on performance of hardware and software.”

Further down the road, Walker said he could envision tactical applications, like an app with GPS capability that could pinpoint the user’s location, or a digital tool that would allow troops to analyze terrain.

“This initiative we are moving out on,” Walker said. “We will see this happen this year.”

It’s part of a larger project called Connecting Soldiers to Digital Applications. While there is not yet a definite plan to procure and field a combat iPhone, troops at Fort Bliss will experiment with the handset to test ways that some of these new technologies might actually be integrated into the force.

It’s not the only experiment underway at Fort Bliss. Soldiers of the service’s 5th Brigade, 1st Armored Division at Fort Bliss are testing and evaluating pieces of the Army Brigade Combat Team Modernization plan — a more streamlined successor to the service’s now-defunct Future Combat Systems program. Other items being tested include a common controller, a Nintendo-style control that can be used to maneuver both the Small Unmanned Ground Vehicle robot and the Class I Unmanned Aerial Vehicle (affectionately known as the “flying beer keg”).

Smokin’ Radio

 Pioneer came out with a smokin’ car radio — actually a super device — at CES last week. The AVIC-X920BT can do everything you can think of in a car.

Engadget picked up on one feature: streaming Pandora via your iPhone:

 Your car’s dash just got a tad bit more interesting with the introduction of Pandora music streaming in Pioneer’s latest navigation unit. The double-DIN in-dash device exploits your iPhone’s cellular connection to glean tunes from the ether and comes with a 6.1-inch display, Bluetooth, 3D video accelerator, and 4GB of built-in memory expandable by MicroSD.

Interesting. I do that with my iPhone, too. Slacker, Last.fm and many other apps let your stream audio. Do I lose signal? Sure I do. Not as much as with satellite radio under tree cover, however. Pandora is essentially free. Sirius XM is not.

The folks at TheStreet.com see more than just a neat product. They see the beginning of the end for Sirius XM:

 A long-feared, potential threat to Sirius XM Radio has become real for many tech-sector observers, prompting them to wonder whether the satellite radio company has reached the beginning of its end.

At last week’s kick-off of the 2010 annual Consumer Electronics Show, one of the world’s largest tech-trade shows, Pioneer unveiled a new car stereo that can detect Pandora Internet radio settings from iPhones or iPods — which could then be translated into convenient access for the users to their favorite Pandora channels while driving.

Pandora’s potential has been tantalizing from the moment it was launched in 2000, much of it owing to its Music Genome Project — an ongoing compilation of painstakingly-detailed musical data analysis that Pandora has been using to create customized music stations for individual users.

Through the project, the company has steadily added listeners every year, doubling to more than 40 million in 2009, compared to Sirius’ roughly 18 million subscribers as of December.

Through Pandora, users can access tunes via their Android, BlackBerry, iPhone, Palm Pre and Windows Mobile phones.

Ted Cardenas, a Pioneer director of marketing, told the Wall Street Journal that he sees the creation as an opportunity to reach out to an entirely new group of consumers. This has led some observers to conclude that the new Pioneer AVIC-X920BT will threaten the very survival of Sirius, once it becomes available to the market in March.

The choice for the marketplace will therefore be one between a selection of free, Internet radio programming automatically customized to one’s personal tastes versus the subscription-based services of a commercial-free satellite radio company.

Sirius currently offers various subscription packages ranging from about $13 to $20 a month.

Drivers and car owners have represented a large portion of Sirius’ subscriber base, given that vehicles come with the radio installed. Therefore, much of Sirius’ profits have been tied to the success of the auto-industry, which has yet to make a full recovery.

 The poll agrees with what I think: Sirius XM will hold on to their subscribers.

Audio streaming to mobile devices is a good alternative, but it’s not a substitute for satellite radio. No cell service, no audio stream. With satellite radio, you get it everywhere.

Yo, That TomTom is Fly!

F’shizzle, sat-nav! Snoop Dogg‘s voice — and phrases — are now available for your TomTom GPS navigation unit via VoiceSkins.

 

 

The program formats the user’s GPS system so that it gives directions in Snoop’s unmistakable voice and using his trademark slang. It offers crucial driving tips like, "Turn around when possible and keep it ‘G’, ya d-i-g?" and "Thanks for the ride man, I had the time of my life. Oowee!" The application also offers a downloadable "Points of Interest" file, which uses GPS to inform the user of Snoop’s favorite local L.A. spots.
